Ray is the commercial dive school. The original lease called for public acess. Ray can now do what the wants. The infrastructure exists for his dive school. Divers doing occasional other agency training is pennies by comparison.

If he owns it outright, I doubt he'll keep it open to the public. He's got some strange outlooks on the "non-commercial" diving world. I've had a couple of run-ins with him in the past. He's just a different sort of person. Knows ALL there is to know about diving, just ask him sometime.
Last time I was there I didn't see a single fish, not even a minnow, in the water. I'm guessing they may be using chemicals to try to improve the viz.
I was there during the summer and I'm pretty sure they were using chlorine. Dumping who knows how much chlorine in a system has to be against a regulation, or at least it should be. The impression I got was that it is a convenient place to go deep and that was about it. I did get a nice pic of the place though.
