Honestly, I don't think there is ever a time to avoid cave country. As mentioned, there are individual sites to avoid, but never the entire area. Even with all of the flooding and holiday weekends recently, I've dove every weekend. Aside from the caves in close proximity to Ginnie/Peacock, there are also places like Eagle's Nest, Wayne's World, Buford to the south and The Mill Pond and many other caves to the NW. You may have to drive a little, but if you can't find any place to dive, you're not really trying very hard.
There isn't an off season and there area always caves to dive.

Ginnie is actually quite fun during the major holidays. It's always interesting to see how many tubes and drunken tubers can fit in the back of a pickup. I've noticed that Rose usually has a personal limit on that :-)
Plus, I've never seen a pickup truck with a picnic bench in the bed, complete with 6 beer drinking picnicers at the table, cruising up and down the dirt road. I wonder if they went home like that...
Lastly, if you look up while doing deco, you'll probably get a surprise. Unfortunately, there is no way of telling in advance if it will be a pleasant surprise or a nightmare you have to live with the rest of your life surprise. Having heard the story of Lott's wife and the salt thing, I personally keep my head down...
At one of our last socials, and I can't even remember what group/org it was, we were cooking the usual hot dogs/hambergers. This is second hand, as I was actually in the cave at the time, but it seems a cute young thing showed up, drunk out of her mind, and wanted a hot dog. The men present fell over themselves to get her one, which she promptly dropped on the pavilion floor. The same chivalries men, no doubt inspired by the concept of throwing down their coats to allow a lady to cross a muddy way, offered to make her a new hot dog.
The lady, no doubt inspired by her upbringing of her friends and family, simply said "Dirt don't hurt", and ate the dropped hot dog. Probably not a big deal, I doubt anything could live in the environment currently in her stomach.
These are things you may miss if you avoid Ginnie at major holidays. Not to mention freezing your butt off at 1 AM New Years because, although you are equipped with a nice warm dry suit, your sweet wife only has a wet suit and did I mention the chivalry that required me to wear a wet suit also ?
Experience everything once. If you live, decide if you want to do that particular thing again :-)
During the hot summer months before this place became off limits past sunset, one could always enjoy the 'dippers' entertainment from just inside the cavern zone. Oh, but don't shine your HIDs on them, cause it may freak them out & then the program will end-!
