To me, something calling for stern enforcement of conservation measures to protect the cave seems like it would have the most effect; I honestly feel that if it comes off as being anti-Walmart that there will be those who will not sign that might have otherwise and it will not be taken as seriously higher up (just my humble opinion here.) I think Karl has a knack for being able to word quite effective documents of this nature, so my suggestion would be for those with the knowledge of the system to talk to him and together draft something that will do the maximum good. Are you up to the challenge Karl?
