Default European (non DOT) tanks in USA, scrap?

I was offered some European cylinders (45s) for cheap because the guy didn't know any shop willing to touch them. Is there any value in a non DOT cylinder? I'm in CFL. Thanks in advance.

I will give you $1 each for them, but then so would anyone with their own compressor

I'll go $1.25 each, and I don't have my own compressor
