    In principle, not a bad idea to restrict the teaching activity to fully certified cave divers. However, vendor permits sound like too much red tape, especially for instructors who don't live in the area full time. I just don't see how this is going to work. A much simpler, but equally effective solution would be to post a sign at EN that lists the training limitations. No sane instructor is going to risk his career and incur liability by violating such posted limits.

    I thought he said a "single" diver, which I interpreted as somebody diving alone. In any case, his cause of death was medical, if I recall correctly. The rules violation was coincidental to the accident. I completely understand why everyone was angry learning about this group's attitude. However, at the end of the day all the training in the world would not have made any difference for this individual.

    This has always been the policy of state parks, and any instructor teaching in a state park must have one. The question is ,if it is economically viable for an out of state instructor to purchase a permit if they aren't teaching much. If not, then use a private park with an admission fee

    This has been done to some degree, and even with the NACD writing letters directly to shops. It never curtailed the problem, and as with most students going back to their training site

    You may not like what is being proposed,but you have to under stand the history of this site,it has been closed with no notice. If the land owner/manager is dictating their rules, if we want to dive there, then we are obligated to dive by the rules.

    Sending letters to shops didn't help one bit. Hell, there was a shop in the Tampa area that was hosting a weekly scooter race inside the ballroom for non-cave trained divers.
