Attached is the new form just released by the local authority in respect of access to the ZEC caves.

If you want to fill it and send it, the address is:

A la atenci├│n del Sr. Miguel Mir Gual
Director General de Espais Natural I Biodiversidad
C/ Gremi de Corredors, 10 (Pol├#gon Son Rossinyol)
    Palma, Illes Baleares, Spain 07009

The form has to be sent by registered post signed for (i.e. with signed proof of delivery) if sent from outside Spain.

If sent from Spain, either delivered by hand and ask for a copy to be stamped with date and signature as proof it entered the official "Registro de Entrada," or if by post the local Spansih post office will have to stamp an exact copy of the document to be sent and then seal the envelope and process it - keep the stamped copy.

Expect the Mallorquin run-around and a rejection, but worth the try!

"Manana" you may actually get to access one of these caves - after all it is the EU taxpayer money which are paying for them!

My form is going out December 28.

    Happy holidays!

Another recent news is the following Law:

    http://www.caib.es/eboibfront/es/201...esupuestos-gen

On page 63 of the .pdf there is reference to a Euro 9.39 daily "speleology tax" per person to access caves in areas of "environmental relevance" in the Balearics, with some discounts and exemptions.

The tax is due and payable upon favourable resolution or receipt of the authorisation requested (so, ma├▒ana!).

I think it may be a mistake on their web page, but if they go it will be nice!

Of interest, recent article (couple of days ago) on the license and tax situation in Mallorca (jpg enclosed).

On the plus side (and this is the only one), for Vallgornera the FBE was charging a 50 euro tax per person per day (and keeping the money), and now the tax (actually going to the government) is less than 10 Euros per person per day!

So does it mean anyone can access Vallgornera now paying 10 EUR? How is the procedure for that?

Anybody can apply to access Vallgornera and if the application is approved the tax is Euro 10.

To apply you have to write to the Direccion General De Biodiversidad... directly.

The problem is that the criterias for granting the License for any of the 30 ZEC caves have not been published. The recent article says they will be published "soon."

At the moment (that I know of) the only License for 2017 for Vallgornera was granted to Mr. Fornos (& Friends) of the local Balearic University on the pretence they are carrying out scientific works (i.e. to collect water samples).

The License was issued and signed by a Professor of the same Balearic University now running the show at the Direccion General De Biodiversidad... (I have a copy of the Application and issued License and it is a public document, but best not to post it in case some will complain).

Balearic University is exempt from paying the 10 euro tax - all clear?

At the moment, the tax and everything else is BS... but it cannot go on forever.
