That actually depends on the LED driver. It is a design decision. It's a good thing to check in to before purchasing (or upgrading). My primary is all or nothing, but if I know I am pushing the battery life, I can turn in down and easily double the life.
Bobby is absolutely correct. The only reason HIDs "have more punch", is the lack of development thus far. Look at the Intova Ultranova. Scale that up to one of the small but highly efficient new LED (CREE XM-L), and you have one hell of a primary. Somewhere solidly between a 10w and an 18w HID. Give them time, and they will wipe HIDs off the dive store shelves permanently.
