With Rob's method you have 3 things to adjust for his system to work on an individual diver.
1) The length of the top bungee
2) The position of the hose clamp on the stage
3) The rear bungee...

Yes, that is what I meant. Of course they are still losing their negative buoyancy, even when they are being held down.

It can be a pain in the rear end to learn how to set up and fine tune it. I nearly gave up on my first attempts. But once you get it adjusted right, it's not very difficult to don the tanks.
