Both are commercial sites. The first one Tauchtreff (lit: 'dive meet') is a dive shop selling training. They have a club and such. The second sells baby swimming footage. You go there, pay and they record your baby in HD under water.

This, of course, doesn't prevent CDF members from posting links to commercial sites that would be of interest to cave divers. But not to register with the CDF solely to post links to their site.
