There are good and bad points to this general kind of format.

Hopefully this will serve the "anti-terrorist" needs better than the other format.

Be aware of potential PHP security issues.... if you run into trouble there I'd be happy to help out or provide an alternative that will get around them entirely (by removing them in favor of a pure binary executable format)
