For a great combination of diving and sailing, the British Virgin Islands are probably your best bet :)

Safe diving,

Best sailing is generally found in the Grenadines. Best diving is World's End Reef off of the Tobago Cays in the Grenadines. Some of the islands that you might really enjoy are Bequia,Mustiqe,Canouan,Carriacou,Palm,Union,Mayrea u, Petite St. Vincent and Petite Martinique. The winds are generally the best right now through the end of March.

I spent several days in the Orange Cay area off the Bahamas in a sail boal. Diving was pristine,we saw reefs that probably have never been seen by a diver. The downside is that area is remote and your on your own-except for the occassional DEA or Coast Guard intercept wanting to know what you are doing.
